Should health insurance companies be allowed to take into account pre-existing conditions and genetic information?

Under the Patient Protection and Affordable Care Act of 2010, a.k.a. ObamaCare, health-insurance companies are no longer allowed to take into account pre-existing conditions when deciding whether to insure and at what prices.

Republicans pretend they support the free market, but they ALL (apart from Ron Paul) voted for the Genetic Information Nondiscrimination Act of 2008, which prohibits health-insurance companies from taking into account genetic information when deciding whether to insure and at what prices.

This is insane, in my view. This is like being prohibited from taking into account credit history when deciding whether to issue a credit card and at what rates or when deciding whether to issue a loan and at what rates. It’s also like being prohibited from taking in account driving history, age, and disability (which vehicle insurance companies do take into account) when deciding whether to provide vehicle insurance and at what rates. The costs, of course, would get passed on to low-risk drivers and low-risk borrowers, whose costs would rise.

They should be allowed to take into account genetic information.
They should be allowed to take into account both.
