I'd go with what make her family happy. What makes her family happy is what will make her happy. Dying on the hill of where to have the wedding is a terrible way to start a marriage. Her family may also be more traditional and traditionally the wedding location is the purview of the bride and her family.
I guess in your particular situation having it in Phoenix may be smart because I think it rains a lot in Seattle if I'm not mistaken.
