The hypothetical Utopian precaution to end mistreatment in mental institutions/asylums

Thankfully I’ve never been in a mental institution and I don’t ever want to be in one. However, I’ve heard stories of abuse that happens there. It’s even more appalling how people refuse to speak out against it, which means that more precautions should be taken to keep mental health institution staff under control. Here is one hypothetical precaution that can be used to ensure that mental institution patients are treated with respect.

1.) Mental institution supervising Officers(MISO): A new branch of law enforcement would be formed that focuses solely on fighting abuse in mental health institutions. They will have their own station nearby and will deploy 5 officers per mental institution. Their jobs would be to ensure that orderlies, nurses and psychiatrists don’t abuse their power. They will also make sure that each patient has personal freedoms(wear their own clothes, use electronics etc).

2.)Each mental institution staff member gets three warnings: The first warning is a verbal warning. If a mental institution staff member(orderly, nurse, psychiatrist) harasses a patient, the officer will verbally tell the staff member to not do that again. On the second warning, the officer will send the staff member home for the day. On the third warning, the officer will detain the mental institution staff member and escort him/her to the MISO station and then to a humble camp for disciplinary actions. However, should any mental institution staff member commit a severe offense, the officer will skip the first two warnings and detain the mental institution staff member.

3.)Humble camps: On the third offense, the mental institution staff member will be sent to a mandatory disciplinary camp(code named “83s”) that would be run by MISOs where the mental institution staff members would have to complete strenuous activities that are similar to bootcamp but designed in a way so the mental institution staff members never get used to them. They will also undergo psychological evaluations(the irony), academic work and overall humane disciplinary actions meant to humble the individual hence the name “Humble camps”. The length of their stay there depends on the offense committed by the mental institution staff member and on genuine good behavior. Should a mental institution staff member refuse to go to the camp or quits, they will lose their job.

4.) If the lesson doesn’t stick: If the mental institution staff member doesn’t learn his/her lesson with the camp, they’ll either be fired or arrested depending on what that mental institution staff member did.

5.) Prevent abuse of power: Certainly there would be vengeful people who would apply to be a MISO just to “rough up” mental institution staff members. In order to prevent this, MISOs will be monitored through body cams and security cameras.

To some people this solution may sound “Orwellian” but that’s not what it is supposed to be. In my opinion it would be utopian since it would ensure mental institution patients get treated fairly.
