Hanging out = Going places and doing fun activities with friends.
Date = Going places with someone you're romantically interested in.
However, since guys don't like to wear their true feelings for a girl on their sleeves, they would beat around the bush and say "lets hangout" instead of "would you go on a date with me". Saying hangout just sounds more casual and fun, while date sounds more intimate and serious: which many guys try to avoid saying when around a girl they like, but aren't sure if she likes them back.
Not saying your guy is doing this, but this is something many guys do when they like a girl.

If a guy has intentions to pursue something further with you whether he asked you to "hang out" or "date" would make no difference.
He would still be trying to get to know you.

Pretty much any "hangout" that happens these days would be known as a date in the 50's.
I wish everything was a date! I wish I could say me and my crush are "dating" cause we hung out twice (pretty short hangouts but still). But alas, it wouldn't make sense for some reason.Well a date actually is a hangout, just with flirting involved and trying to get to know each other. Hangouts are simply casual times to be with friends but no one has any other purpose than to have fun.

Your guys probably just a pussy and like to just use the word hang out so there less chance of him hurting if you reject the offer.If it's one on one, it's literally the same thing. If you're a guy or girl and have hung out with someone who has feelings for you and you didn't see it as a date, that's really, really cold.

After a couple times of hanging out, unless something is expressly stated "we're just friends!" then it's basically a date
