Nope you were not harsh at all. I listen to the legal hour on LBC every week (I'm also in the UK) and from what I've learned, if he didn't refund you, you could go to a small claims court and would win.
I don't think that was harsh at all. He sounds like he isn't committed to his job. His wife wants him to take the day off? Wtf is that? Very unprofessional. So did you get your refund?

tbh I've temporarily lived with a couple who had cats and the woman had a full time job and the man a plumber (similar to being a driving instructor in the way it is), he had to resolve cat sickness issues caused by a neighbour. Also he was unfavoured in the running of things as the woman being in full time employment it's her house her mortgage (I had no respect for him because of this, a man is a provider or at least should be on equal terms not at someone's disposal). So he had to do what he was told which most married men will say because of what women are like. Given what I know, everything he said was reasonable from his perspective and the lol was him telling you he has no choice. But you ultimately decide if you don't want to continue with him, tho honesty is best policy and you haven't appreciated this. Something to think about moving forward. He will find another student and his wife will likely pay for his loss. So he didn't lose, you lost an instructor. I've been in your shoes, changing instructors is not ideal.
He’s the second instructor I’ve had and every lesson he has a new excuse for why he has to change my lesson. The last excuse was he’d rather watch England vs Germany at the euros. It’s unprofessional
If he's English, then most if not all working places would allow for that occasion. He must've thought England wouldn't progress. He's only rearranged twice? tell him no more rearranging. there's a general 3 strike rule.
No he rearrange the same lesson three times and every single lesson I has he rearranges at least twice
