Should I tell the owner about my flirty driving instructor?

I'm getting my licence pretty soon so I do a lot of practice driving with paid instructors. I get a new one everytime though and they seem to rotate. Yesterday I had one I hadn't seen before though, and he didn't speak English very well. He seemed ok at first but when we were practicing parallel parking in an isolated wooded area he kept telling me how pretty I was. I would say thanks everytime because it's a compliment (He's about 36 by the way he also apparently has a wife) then when we were on the highway he told be about his love for black women and I just nodded the whole time hoping he'd stop talking. He then continued with "I really do love black women, black girls like you, you are very beautiful"
At this point I'm creeped the fuck out and internally panicking on the highway while he asks me if I have a boyfriend and how I should be careful not to get pregnant, how guys can't control themselves and so on. I asked to go home immediately. He even said he hopes he sees me on the road when I get my licence so we can "hang out". I don't know maybe I'm overreacting but he makes me so uncomfortable and I don't like the way he talks to me.. should I tell the owner of the business? What if she told my parents?

You should tell the police, his boss if he has one, any associations he is accredited or linked to, you local council etc anyone you can think of who could have any power over this guy.

What he is doing is entirely unacceptable, Im not sure i would go as far as to say he should be in a prison but he certainly should not be working with vulnerable people.

Its absolutely fucking disgusting behavior and must not be tolerated.

Foreigners who don't speak English are always creepy. It would be perverted if he was a normal American who understands our customs, but if he's not from the United States it probably means he doesn't understand how to talk to people. If you went to France and talked to some of the guys they would all be creepy and flirty like that guy. That's just the way certain cultures are.

I'd just say that you would prefer another instructor because this one made you uncomfortable. It's easy to do and you can hopefully just have him get a warning from his boss
