I've never owned a diesel car but running off-road (red-dyed) fuel would be taking a big risk. Fines by state will vary, plus the federal fines.
As @goaded said, the dye, while harmless in the combustion chamber, will stain the exterior of the engine. Even if you sneak past the visual clues, inspectors carry field packs to test fuel and if even trace amounts of dye are detected you are in violation and subject to penalties.
No, but I know Texas State Troopers are testing diesel trucks they pull over, just to check.
They ask you before they test, and if they catch you in a lie, get ready for the long arm of the law.
It’s called farm fuel here, and it’s totally tax free. Its use is limited to agricultural equipment such as tractors and combines. It’s a hefty fine if caught using it in trucks or cars on public roads. Fortunately we don’t have any vehicles with Diesel engines.
In my country red heating oil is basing on kerosene not diesel. If you don't have a helicopter or jet aircraft it's useless for tax evasion.

Never. We had a supply for our tractor, but no diesel cars. Even so, it stains the motor, so you can get done for it even if it was only once or twice a while ago.
@goaded. I have helped to pump millions of gallons of dyed fuel and it doesn’t stain the outside of an engine unless there is a leak and that isn’t noticeable a lot of the time.
I spent 41 years working on locomotives. Never seen what you were told.
If I recall, off highway fuel wasn’t always dyed in the US 40 years ago.

I don't know where I would get it from. I haven't used. Would I? Given hikes in prices maybe, depends in the likely punishments for getting caught. It's tax avoidance/evasion isn't it?
I use any color and I have also used kerosene in replace of diesel.
Kerosene is a much cleaner fuel than diesel, but it cost more
I've put it in generators and tractors but never in a road vehicle.
It is normal for farmers where I am from to use their diesel in their recreational vehicles. They get subsidized diesel for being a farmer but it is illegal to sell/use recreationally.
I knew somebody that used heating oil in his diesel car.
It's against the law to use colour fuel in a road vehicle here.
No but it’s green for heating oil so trucks can’t use it or they will get fined if stopped because of no tax

So what's the big controversy unless you live in Singapore and you're taking a road trip to Malaysia were they put a dipstick into your fuel tank check 4 Red fuel what does it matter?
They do the same test in the uk but I've never heard of anyone being caught
