Yes.
I moved mine upstairs in my other house.
It was a 2 story house and it was in the basement.
I asked my girlfriend at the time if she would rather have the room as a bathroom, we already had one on the 2nd floor, or a laundry room.
She said laundry room, which made sense because over 90% of our laundry was generated upstairs where the bedrooms were.
When I built the house it was roughed in as a bathroom, but I already had 2 1/2 baths in the house already, I really didn't need another so I used it as my office.
It was great having it upstairs.

No but it's more convenient if a laundry room is near the bedrooms and bathrooms, because that's where all the dirty laundry is generated. If the bedrooms and busiest bathrooms are upstairs, wouldn't it make sense for the laundry room to also be upstairs?

In newer houses the laundry is usually upstairs in a 2-story house as it is more convenient and because that is where the bedrooms and closets are. In old houses they were usually in the basement where it was usually dim and damp. Where would you rather do yours?

It's not common to have a laundry room upstairs because it complicates the plumbing and creates a risk of a water leak causing downstairs damage. I have seen them though, especially on new construction... it's good to have laundry near the bedrooms for convenience, and bedrooms are usually upstairs.

Yes, it's not uncommon. If all the bedrooms are upstairs then it's silly to bring bedding and dirty clothes downstairs

Come to think of it, no. They're usually on the ground floor or basement. I remember a hotel where it was on level 4 or something though.
