No, by definition “bullying” is never OK and is never justified.
To bully is to hurt someone physically or emotionally. How can you ever say that doing something that unbelievably horrible to another person is “sometimes okay?”
If you feel a great need to address an issue about something with someone, how about being a decent mature and responsible person and simply sitting down and talking with them?
And if that isn’t possible, then the best option is simply to walk away and put your energy to other more important uses.
It’s never OK to hurt another human or animal in any way, shape, or form. And if you feel compelled to, that is a huge flag signaling that you need psychological help.
Counselors are great people and they can set you on the path to having a rich, rewarding life. So if you feel you have anger issues and bullying compulsions, seek out some good counseling. It will change your life for the better in every way.

No, but it doesn’t happen quite as often as the reverse because so many people still believe “might makes right”. So if you see a little person picking on a bigger person and that bigger person then adjusts the little person’s attitude the old fashioned way, most people applaud. As long as they’re the same sex that is. Somehow it’s still frowned upon for a chap to adjust a violent woman’s attitude. We’ve got a LONG way to go for “equality”. Ell oh ell!

I'm not sure if this question is about bullying overweight people or those that have bigger stature and muscle quantity. Either way bullying isn't acceptable behavior.

There are some very tough smaller people who can really fight. Size means nothing. Bullying is wrong. My karate teacher weighed around 150 but was a buzzsaw in a fight.
