If a few people decide to help them, they can eat but the amount of people who will seriously help them won't be many. We don't need to incentivize laziness, we need to eliminate it before all the country has are people who choose not to work and people who cannot work.

In a black and white perspective, they should not eat if they cannot work because hunting, for example, would require work. However, this would only lead to a huge population of squalor. Instead of EBT or rent reduction or subsidies, the government should establish camps where they feed and house people.
