Only bad leaders rule with help of emotions like fear and love, real leaders use their strategic way of thinking to convince others that following the leadership servers individual interest of flowers and interest of group as a whole.

Feared. Or, more accurately, a healthy respect. Julius Caesar, Alexander the Great, Napolean. What do they all have in common. The may have been beloved. But they were feared and respected first. A truly great leader knows he doesn't know everything. So, a WISE leader listens. But in the end, he trusts his judgment. Great leaders do not rule by committee.
