What does it mean if a guy says you look "bright"

I was watching TV with my friend. . And all of a sudden he said "You look bright today" lol . When I asked the meaning of it, he didn't elaborate. Anyone have any explanations ?

if he's a dick, he's insulting your clothes for being seemingly unintelligent. As long as the colors are not super bright, or white.
