Olive skin is not tied to one specific skin color, but it refers to a soft green-yellow undertone (like olive oil)... Olive skin can be both dark(er) as light(er) in color. Fair olive-skinned people have light skin that in cold weather may seem "fair" or "pale", but a slight but usually noticeable olive hue remains. I am Caucasian and due the country I live in I can get quite pale in winter, however my yellow-ish color remains. This color is not the same as the yellow tone Asians (can) have. You will know when you see it.
Tan is a pale tone of brown. I never really use it to describe a skin color, but use it more as when somebody's skin color has darkened due sun bathing. However, if you want to picture tan as a skin color, I think that it refers to skin tones that have more of a gold-brownish/reddish (like caramel) undertone.
Olive skin think olive oil.
Tan skin think caramel.

Right. Olive skin is a natural color, tan is something you get from too much sun. Olive is deeper, brown with a green undertone, and doesn't fade away if you stay indoors!
