Is natural bodybuilding a scam?

I've been lifting weights for around 7 months, did everything I was supposed to do (eat a calorie surplus, eat enough protein, do compound lifts, rest sufficiently, ect) and yet have seen virtually no change in the amount of muscle mass on my body. Furthermore while I've had some gains in strength, I feel these are mostly due to improved form and technique, rather than actually being stronger.

I look around the gym and realize I'm surely not the only person with this problem. At least 95% of the men at the gym are either fat, skinny, skinny-fat, average or slim. Very few are actually muscular, which is what most of them are aiming to be.

This leads me to believe that either me and all the other men at the gym are retards who can't follow instructions or there is something else influencing this. My guess is that the few men who do have the muscular physiques that everyone is trying to get are either blessed with amazing genetics or using steroids.

What's your thoughts on this? Why do you suppose the vast majority of men at the gym fail to get anywhere near the body they are aiming for?
