I run xc in the fall and my team had similar experiences. From a scientific point of view not only temperature but humidity play a factor in whether you would see steam or water vapor. It is not anything to really worry about, it was just ambient conditions allowing you to see sweat evaporate off your body to cool you if that makes sense.

I would say it's not an everyday thing. I happened to you so it's not abnormal.
You had to be in a cold place.
Steam is formed when water is warmer than the air temperature around it. Your eyes have water on them, a lot of it, if you were sweating your sweat probably would have been steaming as well. Your eyes are watery and warmer than the air you were running in, thus steam.
