Girlfriend always makes excuses to not see me. why?

We have been going out for 10 months. On the weekends when she can go out I always ask her out and make plans before hand and she says yes to them always. But when the day comes for our date she always comes up with an excuse to not see me. Like today, my girl and I were suppose to hang out because we planned out together. But she says she wants to go to a party with her friends that starts at 8. And I told her that we made plans why would she put a party before our plans. And then she said okay we are gonna see eachother. 4 hours before we were gonna go on our date at 6 she says" I'm gonna go to the party with my friends."And I told her if I could tag along and she said "no because you don't no my friends and im gonna be talking to my friends and i dont want you to get mad if I talk to my guy friends." And I told her if we can go out at 6 and I'll take her to the party at 8, so we both get what we want and she said no because she has to get ready at that time and I told her you can get be ready already before we go on our date and I'll take you to the party and she said no but we can see eachother tomorrow. She always does this to me. Last time I asked her to ask her parents for permission to go out and she said she was gonna ask later. And we were on the phone and she hung up and without telling me anything she left to a party and went to eat with her friends. I feel like she doesn't wanna see me at all. Like she is trying to avoid me. I don't get why, when I always ask her to hang out almost everyday but she never takes the opportunity to go out with me. It sucks.
