hes probably just teasing which is the step brother of flirting so just tease him back. oh my god I thought you loved me ironically next time he f***s up. don't invest emotionally in it. just say - I don't love you I just want to f*** with you. ha. sounds so close to bingo but so far from yes. thatll make him trip. turn it into a joke.
What Orion said is possibly true, but it's also a classic flirting technique. He could very well like you. The point: watch for other signs and his general behavior around you and you'll have your answer. Best of luck.

Sounds like a simple playful joke between friends. There's really not much more to go on without some other signs being thrown your way.
