For me, this is cheating. It sounds like he has a second girlfriend, who he is trying to establish a secret relationship with. The age of your relationship is also a factor, for example in younger ages it would sound more normal, childish etc. but as you seem to be 20 years old I'd say that the most wise choice would be to break up with him and move on, especially if he does more things with her than with you.
