Time and 6 months of complete disclosure and offering access to everything. 6 months doing it on their own. An evident life change noticeable to EVERYONE that knows this Person.

Your ability to forgive is not dependent on their willingness to apologize. Even if they DO apologize, there's no guarantee you'll accept it, or believe it, or forgive. You might say "oh, but it would help", and that's just an excuse for wanting to hear them say "I was wrong". Again, that has nothing to do with you forgiving someone.
