His background: He has been in 2 long-term relationships in the past. From what I know, there was little sex in both relationships and for some reason, the girl broke up with him after a while, something was off about him. I think both girls must have had the same issue about him not inicitating too much.
I feel things are going at the pace of a snail, there isn't too much chemistry and there is something off about him. I don't mean to be harsh but I think he's on the other side of the extreme of not leading for further moves at all, none.

I don't believe it has to do with him being a gentleman if both gfs broke up after some time. Both of his past ex gfs found something off, weird about him.

Now I'm wondering if it's normal for a man to have history of little sex with other past gfs and not even try making further moves after a while? Is it normal to things to stay at just holding hand and making-out for 7 months, provided that he's already in his 30's?

It's likely either that he has a low sex drive or is really insecure making a sexual advance.
How old is he? If he's past 30 then whatever it is I wouldn't expect him to change (that is to say is expect him to have as much self confidence by 30 that he'll ever have, and his sex drive isn't likely to increase after 30 either.)
Could be something else going on, but that's my guess.
If he's not going to push for sex (or at least initiate further moves than just making-out), should I be the instigator myself? I've never in my life met a man with low sex drive.
It's good when a man respect us and don't push for sex immediately but damn, the other extreme is weird by then.
Maybe he's gay? As long as he doesn't have a micro penis there's no reason why he wouldn't be pushing for sex (if you haven't already).
As much as I decry the ungratefulness of modern women, I'm not going to doubt a woman's intuition. If you think there's something off about him, there may be, and it's likely his sexuality. I don't know if he's attracted to other guys, kids, or farm animals, but the flags are raised on this one.

Do you want to be partnered to a passive man, especially in something so carnal/ instinctual? The answer to that question should dictate you decision to continue the relationship.
Honestly if you guys are just talking and there’s not the right kind of spark or attraction then I’d cut ties before you start catching deep feelings. You’re being given a great explanation as to why these women left him and it’s just his lackluster personality. It’s not even a low sex drive he has no drive at all. In general he just seems to lack motivation to try with women, and that’s likely why he’s single now. His ex’s lengthily wasted time trying to figure him out and fix him ultimately to break up. Take their experiences as a warning and cut him off.
