Why does she ignore me but talk to everyone else? I've also caught her staring at me multiple times what could this mean?

In Sweden there is a term that goes "love always starts with a fight" and for me your question reflects that. She is confident enough to talk to those she doesn't like and are somewhat irritating you, to make you take the move and talk to her. Do you have the courage to do so? If yes, go on!

Then do that. Apparently a lot of women loves a confident guy. As it shows maturity. So go up to her, tell her you are waiting for her instagram acceptance and also say, since she is ignoring to talk to you, you have the courage to talk to her. And tell her to explain herself! See where the conversation goes. She may quickly get into defence mode and try to state she ain't ignoring you or she's not interested. After hearing it all, ask her if she gives out dates and you would like to take her out on one. She may totally ignore you and so be it (she may eventually come back later) or she may respond in a way you didn't think about. Either way, make sure you listen to her conversation and respond smoothly accordingly.
