Honestly isn't a late proposal better than none?

A late proposal is when a couple have been together for years and the man still won't propose. She breaks up and then weeks or months later, he apologizes and proposes.

Yet several women aren't too happy when that happens. Some have still declined him and expressed how they don't want it anymore.

I would've accepted it. I mean isn't that better than nothing? She got her proposal at the end. Isn't late and overdue better than never. At least he came back and ask. Yet why does that lowers his chance (from a 99% to a 50%) of it being accepted? Why won't many say yes. At least he proposed.
