I am 28 yo and never had a relationship with girl before, since I was 19 and realized I am short in height (167 cm ) since then I didn't have the courage to approach a girl.
it is sad story how to overcome it?

You need to build confidence. There are many girls who doesn't care about dating tall guys and some even prefer some shorter guys but if you're going to keep feeling bad for yourself, it will eventually drive the girls away. 28 isn't too late.
