You're confused.

Westerners did not have numerals, they wrote their numbers. The Arabs invented the numeral system to further clarify the use of algebra and calculus - not the Indians.

But the concept of zero was more important than than the numeral zero itself. Mainly because only the Arabs, then, could use negative numbers.
