The fallen angels you mention were not the ones that sided with lucifer but instead the ones that were called the watchers sent to teach and protect mankind but brought destruction. They are mentioned in the book of ennoch and jubilee. Their offspring the nephilim were said to be mighty men possibly giants. Nephilim are mentioned at the time of moses and Jacob as well as David (Goliath) though it's not clear if these men are the same nephilim or new off spring from angels mating with humans.

The tower of babel is another such story. They built a great and might city towards heaven to avoid another flood rather than change their ways for what led to the first flood so God destroyed it, scattered the people across the world and changed their languages so that they could not understand each other.

Actually, there is little evidence the dead sea scrolls are even authentic. Nor does it say "the Earth" in the original Hebrew accounts.

Also, the who idea of "fallen angels" isn't in the actual canonical texts at all.
