I’m asking if I’m correctly perceiving God’s ways or not. I know that in Isaiah 55:8-9 God said, “…my ways higher than your ways, and my thoughts than your thoughts.” I’m just trying to make a little sense of things.

It really depends on how you’re looking at it. Truthfully, any English translation of the bible is going to be riddled with translation errors where the original intention is lost. I think when you say he doesn’t do it in order to hurt us, that again depends on your perspective. The pain could be as much of a lesson for the living as it is a reprieve for the person who died.
