I’m just wondering whether I should get over this guy. But I have very strong feelings for him, so it’s very difficult. I get the feeling that he doesn’t want to pursue or just isn’t pursuing for whatever reason.

Just ask the question. That’s really the best way to find out anything. You could play mental gymnastics or just be authentic and ask the question straight out. It may catch him off guard but the only way to find out where a relationship is going is to ask what they are looking for.
If they are not looking for the same thing you are, then why waste your time pursuing a relationship with them?
Be friends, but move onto someone who is looking for the same thing.

I have a long term (male) friend who I’ve known since I was 12 and he was 11. I am now 24, going through a divorce after 6 months of marriage and he is now 23 with a child (not even 5 years).
