Other than that, I think one of the biggest determining factors is how creative a nickname the killer gets - and embraces.
Outside the French and/or Spanish-speaking world, "Le Bestia" just sounds weird. "Sunday Morning Slasher" is weak. "Brazilian Maniac" is too generic.
But when you have a name like BTK, Son-of-Sam, Jack the Ripper, Green River Killer, Doctor Death, or the Grim Sleeper... those nicknames make headlines.
Perhaps my favorite of these celebrity supervillains who's not a serial killer would be Marvin Heemeyer, aka Captain Killdozer. That nickname he earned sounds like it belongs to a Flash villain right out of the Silver Age, fighting Bat-Mite or something.
I never heard of any of these before. I heard of two different Hispanic guys and one Black guy that were serial killers before, and many White ones, but all of these you listed are new news to me.
Deliberate programming. Others are not to be mentioned much. That, and they like to stick to the ones with catchy names. Minorities who turn killer rarely go out of their way to fester an identity, and then play games with the cops. They simply try to keep at it and not be caught. The ones that get special features are the egomaniacs who adopt an alias and play games with cops on purpose. It makes for a much more sensational program, and further fits the profile consistent with fictional Hollywood psycho killers.

Sociologists are especially fascinated with Ed Gein, and anyone with an Ed Gein psychology. Most Hollywood slasher monsters are based on Ed Gein too.

- Hannibal Lecter - Norman Bates (intended copycat) - Leatherface (intended copycat) - Michael Myers - Jason Vorhees (to a limited degree) - Sylar from Heroes (blatant Norman Bates knockoff, so a copy of a copy) - Damien Fontelroy from Breakout Kings (to an extent) - Dexter (to a limited extent)
Actually, the point was to demonstrate how media outlets subtly do that very thing, and to say: "Wait a minute! Here's what happens when you play that in reverse!" It becomes a lot more obvious when you flip it.
He only killed his wife and her lover (?) And then robbed a hotel room at gunpoint, without killing anyone. He's a rotten apple, yes. But he's not on par with the psychos on this list.
