You have a new box of tampons in your bedroom, while you're gone your brother breaks into your room, opens your box filled with new tampons, pulls his pants down and shoves the tampon up his ***. When you walk into your room you see your brother in your bathroom moaning, sighing, grunting and there's jizz on the bathroom floor, on the cabinet and some on the sink. Your brother didn't notice you were there until you called out to him and he still had the tampon up his butt. His face looks scared, sad, and horrified when he sees you.

Oi, it's a tough one (the question, that is)
I will assume that you are a caring sister and that you love each other, and have a good sibling relationship.
What to do?
1) Definitely, getting angry about going through your stuff, it is about respect.
2) Talk to him seriously, what you saw is an expression of sex that may need some explanation on his side. He may have been exploring sensations, he may have been reading the wrong blogs, or watching the wrong websites. He may hav been reading Cosmo! It is super important to understand the real reason.
3) Assuming the caring relationship, talk to him and tell him that exploring is OK (if you also believe in that type of exploration, some people may not), but your things are yours.
4) Listen. That is the most important part. Listen with all your senses, and really be sympathetic, understanding, and make sure that he gets the reason of you not being happy about that (that is breaking into your bedroom, using your things, messing your bathroom)
5) Be helpful.
6) Once you understand the reasons, seek professional help. And once you have it with you, the professional will tell you what to do with him, you and your parents.

Definitely reprimand him for going in your room and taking your things. That’s disrespectful. It’s also disrespectful for him to do this in your room.
But that said make sure he understands healthy and safe sex. Generally make sure he knows where condoms can be found and if he knows his own sexuality. Make him feel comfortable talking to you about his feelings and create good strategies for sexual health. All you can really do.

Ooooff. Well, honestly I probably wouldn't tell my parents because sounds like he's already embarrassed and horrified as it is-- seems like enough of a punishment that you caught him. But I sure as hell would yell at him to stay the fuck out of my room and that I would tell if he ever went through my stuff again.
