It's not a matter of context. Breasts are sexual. Butts, penis, etc etc, are sexual. That's instinctive, and you can't do anything about it. So either you accept that fact and overlook it, knowing it will happen, or you don't breastfeed in public, the same way I won't take a piss in public.

I think thats the interesting thing - women will generally instinctively look away. If I see a guy, for example, urinating in public - I look away. I just think people need to be taught that nothing about breastfeeding is sexual. Its not.

NOT shaming a breast feeding mother is common decency. And since you saw them breastfeeding, that means that they did find a place to breastfeed. You can look away. Read some of the other opinions to learn why covering p often does not work. And many states and cities are making laws to ensure that breast feeding in public places is not blocked or shamed.
