Of course. It used to be used for a medical condition but it's absolutely inappropriate to use it for people who you think are stupid because you don't know what their medical status is. Even if people have been diagnosed with mental deficiency, it's still insulting because it is not their fault for having the medical condition.

I find affirmative action offensive since it actually discriminates people based on race/sex, e. g., and in perverse ways (not in the ways intended, I think). I also find it offensive when trans athletes participate in women's sports and dominate since it seems very unfair to female athletes who were born female. Things of this sort. I don't find words very offensive in comparison.
As with everything it depends on the context, if its used interference to some one in a derogatory manner, then yes if as as a descriptor then no. It is also a technical term used in engineering & science.
I don't find it offensive, because it's literally just a word. That's like saying that calling something "lame" offends people who actually can't walk. I mean, what do you say instead? "Mobility challenged"? XD

The word retarded means a little slower. It's a mechanical term when working on a carburetor. You adjust it one way to advance other air/gas mix or the other to retard the mix.
