I guess it depends on what this would apply to, Politics or personal life.
If this is about relationships and personal life then I prefer peaceful slavery.
I don't mind routine over surprises as long as there's serenity and protection and security.
When it comes to politics if say I prefer dangerous freedom as long as it's temporary and the outcome of it in the long run will be positively fruitful. I was happy that the revolution happened in my country, I was aware that what would come would be a bit chaotic, but it was a needed danger in order to uproot a poisoned regime.
However I do acknowledge that my somewhat privileged background might be the reason why I can comfortably say this. Many people miss the security they had because they can barely afford groceries now.
In times of peace I'd something in the middle is ideal.
Laws, which in a sense can be considered enslaving as they restrict freedom, are needed in order to keep public order.
Freedom on the other hand is important in order to allow artistic, economical etc expression. It's necessary for one to be able to reach their own potential. As long as this freedom is held within reasonable limits.
The problem is that freedom and security tend to be contradictions in almost all, but a few fringe cases. The political sphere is all about finding a balance between it (which with all the governments helicopter parenting, etc. we are moving far far away from having a balance).
Anyhow, what Jefferson mit with this quote is probably along the lines of self-realisation and having the possibility to do so. Which makes perfect sense in the context of americas independence war. In that context - as I said it being contradictionary - there is the choice of just sucking it up for survival or risking it for what the person stands for.
I did keep the question open, though - so people can have different perspectives to share don't necessairly only think about the American independence.

I prefer peaceful freedom over slavery. I will do what is legally necessary to maintain our freedoms, even if it's not safe to do so.
At least if we define freedom in terms of NAP, that totally aligns with my values. I never found peace all that comfortable anyway.

By the way, Jefferson was a hypocrite, he actually owned slaves.
