If you're referring to Trump's wall dividing the United States of America and Mexico, people consider it racist on the basis that the goal is to keep Mexican immigrants, particularly illegal ones, outside of the country. No one believes walls, in general, are racist.

It's a matter of intent. The Mexican wall/fence, was meant to keep Mexicans and other south and central Americans out of the USA. Fences at home are meant for either decoration, to show property lines or to make it harder for criminals to get in.
