That depends. If he's just another "woke" loony lefty and identifies as a piece of cardboard, or what have, he's a fucking nut job that needs psychotic help and, at the very least, should just be ignored!
If he has always felt like he IS girl trapped in a man's body and plans to, eventually, get SRS/GRS and actually presents, as much as possible, as a girl then, yes, I'd refer to him as a woman. BUT, I STILL don't think he should be competing in sports against people that were born female. Even AFTER SRS/GRS.

A trans person can never be the gender of their choice, any changes they make are dependent on superficial surgery to make them appear that sex and hormones to fool their biology.
I wish it was otherwise for them but until scientists figure out how to resequence genetic code it's always going to be the case.
