Why are people that kill others in prison still able to get to other inmates?
Was put into a cell with another inmate, Luis Romero at Corcoran State Prison in California. After recently transferring.

He’s a convicted murderer and satanist serving a life sentence for the killing and torture of Yvette Pena, a mother of 6. During the trial, he was mocking the victim’s family and bragging about his love of torturing people.

So, in the early morning of March, 9th 2019, 24 hours after his arrival, the guards found a rather gruesome scene. I won’t go into detail, but Romeo was decapitated and dissected with a makeshift knife.

Now, what would a logical person do in this situation? Report it? Well, that’s not what the prison guards did. After making their rounds, they reported that both inmates were still alive… Additionally, according to the inspector general’s reports, a third and fourth officer didn’t report that they saw that the first two officers “fail to properly conduct the counts.”

OK, but it gets worse. This isn’t Jaime’s first time doing something like this. When he was at a Kent County detention facility, he was found with hatchets and other weapons. He was even deemed “high-risk, staff assaultive.” In one incident he found his way into another inmate’s cell where he stabbed and slashed his face. He needed 67 stitches after that. When the prison officials asked to take a picture of the inmate’s injuries, he declined, saying that he didn’t want to risk Jaime getting copies of it and adding it to his collection of trophies.
