Grand jury members should be voters with certain education and knowledge requirements selected from registered voters with salaries equal to judges. They should have the power to subpoena any person and the power to fine and jail for contempt anyone, including the president.

To be completely independent of control by judges and politicians, they need the POWER and MONEY to hire investigators, and appoint prosecutors and judges of their choosing with or without a law degree. Any person should be able to submit a charge and request to appear before the grand jury.

Without grand juries of and by the people, it is the people vs. the government, where the government has assumed all the power. Judges and politicians have given themselves and favored groups’ immunities. Government likes to claim they are servants of the people. However, the opposite is true because they are free to lie to the people but, just like lying to king, people go to jail for lying to the government.

The major problem with the US Constitution is there is no penalty for violating it nor is there a means of enforcement. A people’s grand jury would correct that because if the president commits some action or a judge make a ruling that violates the US Constitution, the grand jury can indict and if convicted, they can be fined or sent to prison. Especially, when indicting a politician or judge, the grand jury needs the power to appoint non-government judges and prosecutors.

This would not prevent court and government appointed grand juries, but the people’s grand juries would keep the government in check.
