Why is marijuana legal in New York, New Jersey, and Connecticut but not Pennsylvania?

I don’t Pennsylvania is more conservative than those states.

I actually got curious about it and did some research. As it turns out, there's no statewide ballot for it. The decision would be have to be made by the state legislature

Whereas I guess the other states around it have the ballot measures, so people can actively vote on whether weed should be legal or not
