+1 yI think the combination of Gerald Ford and Jimmy Carter is just what the country needed in the mid-late 70s.
The US was in turmoil and very split at the time - split in a different way than it is now. We hadn't gotten over all the turmoil of the 60s and early 70s. We hadn't gotten over that damn war. We hadn't gotten over a lot of things and were very divided. Plus we as a country just weren't feeling very good about ourselves.
Basically the US needed a great big chill pill. We needed to collectively hold our breaths and calm down. We needed to forget about a lot of the BS going on and just get on with our lives.
All US president are going to be controversial. No matter what they do, a lot of people will hate it. However, compared to other presidents Ford and Carter were non-controversial. The US didn't need any more controversy at that time. So Ford and Carter gave us a time out to take that much needed deep breath and chill the fuck out.
I won't answer who I think is the worst president in the last hundred years, but it's not Ford or Carter. They didn't do anything. But that's what we needed.

1: He largely abolished what was left of the Federal Constitution, getting his federal government involved in everything. Thus making it unaccountable on almost any issue. Indeed sitting Federal politicians became so powerful they were able to secure 90% reelection rate which has lasted until today. Before the reelection rate was more what you would expect at around 50% with challengers and incumbents more evenly matched. He also created the modern FBI which was as abusive then as it is today, thank you very much.
2: He along with Hoover before him effectively prevented the economy from recovering by throwing up a constant stream of new barrier to economic activity and trade. Prolonging the great depression until World War 2.
3: He failed to deter or even hinder the ever more war like behavior of NAZI Germany and Imperial Japan. Indeed he put the entire pacific fleet in Hawaii where they could be taken out at once. In addition to being far away from most likely targets of Japan in need of resources in the Philippines. Leading to the crippling of said fleet and the loss of theses territories to fuel the Japanese war efforts.
4: Over is unprecedented 4 terms (he also threw out the precedent of voluntarily stepping down after just 2) he largely packed the Court with men who rubber stamped whatever Washington wanted to do.Franklin Roosevelt was an unmitigated disaster for the united States and we have to this day never recovered from him.

The man was very much a "special" president, to whom the rules did not apply a president that corrupted and broke the Federal Constitutional system to enable himself to buy his own reelection with the money of the American people.
The circumstances and economic justification for which he did this were in many ways of his own creation. Indeed even the wealth gab that exist today is in no small part a direct result of FDR's oppressive polices which as with his FTC and Social Security regulations made exception for his "rich and powerful friends"
FDR a born with a silver spoon in his mouth was very much a classiest and sought to manage and control the 'poor'.
That he along with the democratic party also felt themselfs above the rules and ignored the 2 term limits is hardly surprising. The real question is if he had not died would he ever have stepped down?

That ethical gab unfortunate is not terribly unusual among politicians, particularity federal ones who who's party tend to run all systems to which they could be held accountable. If Democrats had not controlled the congress and the court at the time we likely would never have heard or done anything about watergrate.
