Is it weird that Japan has the strongest passport in the world, despite never apologizing for their war crimes?

You can literally find photos online of the Massacre in Nanking, where Japanese soldiers stuck sticks inside Chinese women's private parts. Or read about how they use Korean women as sex slaves. And that's not even mentioning how they worked with the Nazis. All of this, AND no apologies or shame for their war crimes to this day. Yet they have the strongest passport in the world. Isn't this strange?

Why would it be? There are only a handful of people from ANY side of that era left, and almost NONE from the Axis (curiously, the last surviving head of state from that era is king Michael of Romania, which fought on BOTH sides). Why should they be held accountable for things they didn't do? Especially in light of their post-war human rights record, which has been pretty damn exemplary.

Passports and visa requirements are based on today, not what happened in the past. They are constantly being evaluated and updated to reflect modern conditions. International diplomacy is a super complex business where pulling one little thread affects every other thread. Among other things they are looking at risk - now, not decades ago.

Nope. War is hell. In the end they lost the war, but they didn't dwell on it. They adapted and worked hard. As a result they rose in prestige and power and formed many positive relationships after the war. They earned respect for what they are doing currently. What their ancestors did is irrelevant.

Japanese have long been among the worlds most prolific tourists (along with Germans) and their companies invest a lot overseas, plus there are no concerns with them trying to remain illegally in foreign countries, so why wouldn’t other countries want to let them in, visa-free?

The Japanese undoubtedly did some horrible things. But I imagine we can cherry pick the worst from every nation on earth.
In my time on this planet - which is largely all I care about - they've been a force for good in my eyes.
