Why should procreation be a privilege than a right?

LIberals and pro life people think that everyone should have the right to have a child. Well I'm not one of those people, why because what makes you fit to be a loving a guiding parent who is going to make sacrefices for your child? What the Crackhead mother who just gave birth to a crack baby? The Crazy sick mentally ill people who make kids who turn out to be more screwed up? Who suffers? The good people who work hard jobs and society in general because what happens if these so called "Right to procreate" can't hack it and dump their baby on the corner of a streat. Yeah society, tax payers have to pay the price! Would it be nice if parents could be tested or do some common good for humanity to gain the privilege of having a child? Instead here we have de-generates who have lived off the system who do nothing with their lives but have kids who collect the doll (welfare). Imagine if we did not give more money to those poor people who have 8 kids +

I agree with the intent of the question. It shouldn't be. As it stands, there is only a replacement rate here is 1,637.5 births per 1,000 women. Who's gonna pay your Social Security?
