Why does the government encourage animals to cross the road in dangerous places?

It seems like they always encourage these crossings on fast-paced highways. Why not encourage the crossings on slower paced country roads? Or better yet, why not encourage them to cross at school crossings?

It seems kind of racist to me.

Because the animals have better lobbyists in Congress for this. Plus, the National Association of School Crossing Committees lobbied that they didn't want any more animals in the school crossings than the middle school boys.

I think that was the one with Martin Sheen in it. Yes, no problem with medical care. I learned about brain surgery from this movie. Steve Martin was the best brain surgeon in the world. And he invented a method for putting your skull back on, with a screw-top method. It's a lot like the top on a bottle of aspirin. You have to push and twist at the same time. Opening those bottles is simple unless you have a pounding headache. Then I just use a common hammer from the dollar store.

Those aren’t encouraged crossings…those are warning signs due to animals repeatedly being killed by cars in those places.

Where I used to live, when it rained, you would see hundreds of dead possums on the road. A funny guy told me this joke...
How many possums does it take to mate? Three, because one has to watch for headlights.

Or make an overpass? Now that HAS happened along many USA highways, where specific overpasses, or even underpasses, were created so certain migrating animals could get to the water they were seeking.
