Presumably, yes.

It all depends on your local laws, but if you smell like weed, that could enough to justify reasonable suspicion. The same as someone smelling of alcohol during a traffic stop. Just because they don't have alcohol on them, the smell can justify testing them for it.

If it's illegal in your area, then you may be compelled to take a urine test, or some such, to prove that you have some in your system, at which point you could theoretically be arrested.

That depends on the laws of where you live. If you're driving down the street and get pulled over by the cops and smell like burnt weed, then they can reasonably assume that you just smoked it and are driving intoxicated. I smoke weed before I drive everyday, but I don't go driving around smelling like it like a dumb ass.

If you're driving or causing havoc under the influence of drugs, yes you can get arrested in New York

They can detain you in anticipation of a blood test. (I think)

Only if you are driving they could get you with DWI. If you are just walking around they would need physical evidence to charge you with a crime.
