Not quite sure what you mean by a scam. Texas - and a number of other states - are being overrun by illegal immigrants. On top of that, the Governors and mayors of several states and localities thought to score political points by declaring themselves "sanctuary states/cities."
The net effect, given the - at first - relatively limited mobility of illegal immigrants was to place the economic costs on border states while Governors and Mayors in places like New York and Chicago postured as morally superior humanitarians. The message was, in effect, "look how good and noble and pure we are to help these poor people, now you border states pay the bills of our humanitarianism."
Governor Abbott, in effect, called their bluff while also bringing attention to the concomitant economic and - yes - security costs of illegal immigration. This measured in the form of human trafficking, drugs, and potentially terrorist infiltration.
During the Trump administration, a policy was implemented whereby if an immigrant wanted to come to the USA, they would have to "remain in Mexico" until they had been cleared to enter the USA.
With the election of the Biden administration, all limitations were lifted and the result was a flood of illegal immigrants. Immigrants who were caught - unlike under the Trump administration - were not deported back to their home countries but were given a court date and released into the States.
Given the backlogs in the courts, this in effect has allowed illegals to live in the USA and access public benefits. Suffice to say, given its' geographical proximity to Mexico, this has put an enormous burden on the state of Texas. (A state which, perhaps not uncoincidentally, tends to vote against Mr. Biden's Democratic party in presidential elections.)
In response to this, Texas erected a border wall of barbed wire to block illegals from entering the USA through Texas. The Biden Administration objected to this and ordered the US border patrol to tear down the barbed fences. Texas blocked that action.
So the Biden administration went to the Supreme Court. The court, in a ruling that has been misunderstood, said that the Biden Administration had the authority to tear down the wall. However, it did NOT say that the wall was illegal or unconstitutional, so Texas blocked the Feds from taking action. (In addition, in a little noted side and an astonishing turn, the Federal border patrol sided with Texas and said, in effect, it would not obey the Biden Administration.)
To be fair, the nation actually needs a degree of immigration. The population - as is happening in all industrialized nations - is aging. The workforce is shrinking relative to population and this, in turn, shrinks the tax base that supports the welfare infrastructure for the elderly and poor - see also Social Security ($21 trillion in unfunded liabilities), Medicare ($45 trillion in unfunded liabilities) and Medicaid. This also shrinks the population that can serve in the armed forces in times of war and crisis, not to mention shrinking the aforementioned tax base to support the defense budget.
The problem is NOT immigration. Rather the problem is the type of immigration. Currently, there is no accountability. There is a flood of illegals whose background, education levels and other factors the nation simply does not know. It is taking on huge potential liabilities because of unregulated immigration.
Mr. Biden reversed - and I say this as NO fan of former President Trump - the generally sensible immigration policies of his predecessor. Not because they were bad policies, but simply because they had been developed by Mr. Trump. This was contrarianism masquerading as humanitarianism and the net result has been a disaster for which the nation will - make no mistake - pay a stiff price.
The immigration debate has been played out on the Internet to a public that, on the whole, tends to feel and react, rather than analyze and plan. Mr. Biden is a symptom of this phenomenon and the nation will reap what it is sewing. In that context, Governor Abbott has worked within the parameters of his office to limit the damage that has followed.
This problem has been getting worse and worse for decades. The cartels largely run free in northern Mexico and regularly shoot at and and threaten Americans in the border region.
Now they organize this large scale invasion of illegal immigrants both to make money from their passages (charging as much as 8k) and to further aid their smuggling of deadly drugs in other places.
the border is a mess and requires a similarly organized effort and infrastructure (to slow them down) to match the Cartel's war on our and northern Mexico defenses for money.
Failing to deal with this problem will lead to more border towns & states being corrupted and subjugated as Mexican towns and states already have been. Which is very scary.
The cartels offer silver or lead, and the open border allows them to leverage safe haven in Mexico to give creditably to that threat free of our own retaliations.
@mcllovin Unfortunately that is not how it would work. The cartel has in its employ an army of well equipped and simi trained men willing to do absolutely ruthless things to their enemies.
When they say lead they don't just mean bullets they they will literally cut you up and cook you to sew terror in your family and neighbors.
They are not so much interested in the whole of the population but rather corrupting concessions from particular elements they can profit from.
They also won't show up wearing uniforms but rather with thugs and assassins to kidnap their family and kill them.
We can hunt and identify many of the member , and if we had control of the border we can keep most of them on the Mexican side. In doing so leave our own people and towns few enough to deal with as to be in a position to say no.
But with out that border, and without controlling northern Mexico with-which to go after theses thugs, they will quietly corrupt, blackmail and take over town after town along their routes.

It comes down to it that Mexico would not allow that, and Joe is not interested. So until then what has been happening is we call Mexico and the Mexican police and army go looking for them. Which may or may not work both because the same don't seem to have full control of northern Mexico and are often enough compromised by the cartel itself
This is not a new problem, the primarily new element here is the cartel found a way to exploit our bad asylum policy to overwhelm our border control forces. Thus leaving the border for them effectively open. That of course creates a big problem for the border states particularity Texas who has by itself half the border.
No it's not a game; what the hell is he suppose to do with all those illegal's flooding the US by the hundreds per hour. If sleepy Joe and his comrades' would get off their dead asses and CLOSE THE BORDER and only those with a valid visa may enter and stay. Anything else fly them far down to the bottom of South America
Obviously, states have a right to install a fence on their property and any attempt by the federal government to remove it is unconstitutional. Nowhere do the constitution give the federal government the right to destroy property owned by the state and the 9th and 10th admendments specifically exclude it.

I feel for Texas and everyone across the political spectrum realizes this is a real crisis, but, yes, Abbott's actions are now a stunt because he knows full well that what he is doing is unconstitutional.
Abbott and the GOP are lucky that Biden is an easy-going guy.
If I were President, I would go Eisenhower (*) on his ass.
That said, I believe that Texas should go to court and I even support the idea of impeachment of Homeland Security Secretary Alejandro Mayorkas even though he's not to blame for the problem; Congress is.
Trump is not helping the situation either because he doesn't want this solved so as to keep it an issue for the election. That's another way to know he's an asshole and the modern GOP is just a bunch of sycophants.

Look at these 5 images. They illustrate an excellent president not fucking around with a governor violating the law (which was clearly for political gain).
This first image is a telegram between (GOP) President Eisenhower and (DEM) Arkansas Governor Faubus. Eisenhower makes clear that his duty is to the Constitution (unlike the last GOP President).

The next two images are the two pages of Proclamation 3204 in which Eisenhower is saying obstruction of justice is occurring under the aegis of the state government of Arkansas and it has to stop. What is important to note is that this is 1957 and a Federal District Court has ordered the Little Rock School District to desegregate because of the Supreme Court case Brown v. Board of Education, decided 3 years earlier in 1954, that school segregation was unconstitutional. Eisenhower cites the court order which is not being obeyed by Arkansas. That's both unlawful (it's obstruction of justice) and unconstitutional (violation of the Supremacy Clause, for one). Eisenhower is clearly stating to Arkansas and the world that Arkansas is obstructing justice and that he, as President, is constitutionally required to enforce the law which is what he asserted in his previous telegram above. In short, he's ordering them to stop obstructing justice.


The last two images are the two pages of Executive Order 10730. Arkansas does squat. Now, Eisenhower is pissed and shows Arkansas he is not fucking around. Eisenhower was a military man who led the Allied forces in Europe during WW2. He does not like to be fucked with and contains his anger speaking through his actions. This "EO" is an example of this. First, on the first page, Eisenhower reiterates the key part of the proclamation - that Arkansas is obstructing justice and was ordered to stop. Then, he states that Arkansas has not complied.

On the second page, he lays down the law. First, in "Section 1", he nationalizes the Arkansas National Guard taking it away from Arkansas and putting it directly under the command of the United States. Then (and here's where the money is), in the remaining sections, he sends in the military and implicitly tells them they are free to kill anyone who gets in the way of that court order being fulfilled.

But I want to point out that Eisenhower did this all because of a Federal District Court order that was not being obeyed.
Our current Supreme Court in Homeland Security v. Texas ordered Texas not to interfere with Federal agents cutting razor wire. If Texas is obstructing that, this is not really any different than 1957 and Biden pretty much now has the authority to do what Eisenhower did.

We are supposed to live in a society with laws and we are to abide by them whether we like them or not and, if we don't like them, then go through the proper channels to have our grievances addressed. Violating the law is not an option.

Not enforcing immigration laws is not the problem. The problem is the lack of resources to enforce immigration laws. This is where Congress needs to step in. Congress needs to either alter existing laws or provide the funding and other resources to solve the crisis.
... and this was what was about to happen until Trump mouthed off and the House decided to do his bidding. Generally speaking, in Washington, the House of Representatives is considered petulant children and the Senate is collectively the adults in the room.

Let me put this another way since we had a similar issue 120+ years ago...
From around 1890 to 1930, there was a huge amount of immigration to the US, mostly from Europe. Fortunately, these people mostly arrived on ships and so the Federal Government set up ports of entry for these people to arrive. Now, the US had no idea who was coming; they just came. And once they arrived, they were processed and, for the most part, free to get jobs and such. Chances are you and the most of the rest of us Americans had one of our ancestors arrive in this way.
The problem today is that too many are not going to a port of entry. Instead, they cross the river and then run to the nearest border agent and claim they are seeking asylum. That's a legitimate thing to do. And, even though they may likely fail being granted asylum, they get to stay in the US until their case is heard and they are fine with that. Meanwhile, there are just not enough resources to process all these people quickly.

So, in the abstract, the immediate "solution" to this problem is to:
1. Force people to go through a legitimate port of entry. (The razor wire is an example of trying to make that happen.)
2. Expand the necessary resources to quickly and properly process them.
I'd recommend changing the asylum laws as well because, if you can do that, you can reduce the processing considerably.
... but this is all in Congress's court. Congress makes the laws; the President enforces the laws.
PS: We've been spending "billions" on "illegal immigrants" for a long time. But, you need to be aware; many of these people are not "illegal immigrants" but are just like those who came on ships and they weren't illegal immigrants either. The problem right now isn't so much with "illegal immigrants"; it's with an overwhelming amount of immigrants who are asylum seekers. They're legal immigrants now, but just not permanent residents or citizens yet.

I'm always impressed how in the USA a lot of the time it's either A or Z and never anything in between. Makes it easier I guess. But the real solutions are always somewhere in between.
For instance migration, you guys need the inflow of low skilled labour in your biggest agricultural states. If you would magically stop all immigration, there wouldn't be enough veggies in the US left. They would rot in the fields. Studies even show that immigration in the US has a positive effect on blue colour wages and public finance.
This does not mean the border should be nothing more than a line in the sand. Borders serve a purpose. You have a say in who can come and who can't. You can select people who are skilled and bar people from entering who have a record.
But unless you accept legal migration (which the US doesn't really do), you can build walls and walls and still never stop the flow of people.
So my answer is 'just a political move'. When you are not honest about immigration and you are not fixing the stuff you should fix, only focussing on something that looks though, you are playing your voters. And that's just dumb politics.
It's Abbott being an idiot, per usual. Abbott knows full well he's violating the law and is trying to invoke "emergency status" and blame the Feds for a lack of action. However, the Feds don't make the border rules, Congress does, and there has not been a comprehensive immigration bill since 1986. The border problem has been ongoing for the last 80 years, Greggo, and the lack of action is on all of Congress, but particularly your own party over the last 20 years.
The last year one party controlled all three branches of the federal government was 2007, when Republicans held the White House, both chambers of Congress and a majority on the Supreme Court. They did nothing about the border or immigration and ran for the hills when the market crashed.

I can't remember the phrase, but they are trying to make good on it. Just think, all they would have to do is take over those states politically and they could possibly secede from the US and join back with Mexico.

Texas has been bearing the brunt of the immigration and Abbott is doing what he can to secure the border to protect his state and statesmen since Biden and Mayorkas refuse to do so. To say its political is rather obvious, Texas is desperately trying to get the rest of the union to deal with this crisis. The targeted bussing and drama is all about forcing the people of other regions to pay attention to the on going crisis.
Joe Biden's inept border policy, specifically the abandonment of the wall and most significantly remain in Mexico policy has not merely flooded the country with as many as 10 million illegal aliens overwhelming our security, support, and cultural systems. But this enormous flow has also given the well organized Mexican drug cartels a strategic weapon to overwhelm our border defenses against countless other criminal incursions and threats as well.
Texas is bearing the brunt of this as thou it may not look it on the map the Texas border being a river is more than twice as long as California, Arizona, and New Mexico's combined.
More than that because the Texas border is a relatively low flow river in a otherwise inhospitable desert region it is also far safer to cross there, as well as harder to build non-intrusive barriers.
Any move against Biden is a good political move right now, but I think this is a bit more than just a political stunt. abbot would only risk ignoring SUPREME court, if a. his legal advisors felt he can justify his actions by the emergency situation there and b. shows just how severe the problem is! that is why many governors dared to support him AGAINST the court because this situation is very dangerous.

See that first part? War is involved. That's important because that subsequently defines "enemy"; an enemy must be involved in war against the United States so to give comfort or aid an enemy means giving comfort or aiding someone at war with the US. Our immigration problem is a major problem and I am even fine with the razor wire, in principle. My issue is that it is not Texas's nor any other state's right or obligation to do that; it's the Federal Government's. The powers of immigration, national defense, and foreign policy are exclusively those belonging to the Federal Government. That said, under Article 1 Section 10, Congress may permit Texas to do what it is doing. Texas should pursue all legal methods at its disposal, but, ultimately, the Federal courts dictate and Congress can dictate what is permissible.

Gov Abbot is defending his state.
The failure of the Biden Administration to fulfil the duties imposed by Article IV, § 4 has triggered Article I, § 10, Clause 3, which reserves to this State the right of self-defence.
For these reasons, he has already declared an invasion under Article I, § 10, Clause 3 to invoke Texas’s constitutional authority to defend and protect itself. That authority is the supreme law of the land and supersedes any federal statutes to the contrary.
As the governor of his state, that’s within his jurisdiction.

Morally and legally speaking the razor wire and the park on which it sits is Texas State property. The State has every right in the world to close down that park, criminalize entrance and enforce said law with razor wire.
To get around this the legal procedure for the Feds requires they buy the park via the 5th amendment, and ask for sovereignty over via Article 1 Section 8 clause 17.
They did neither, which means their effort to take it amounts to thief unrelated to the border issue.
Morally and legally the feds are suppose to help defend the border, this is why Texas Joined the union in 1845 to get such help in protection. For the feds to Not only refuse to do that but actually inhibit the states own efforts is more than a little betrayal.
As for the current crisis motivating the actions of both sides that's a long story that goes back decades, and involves an ever escalating organized military threat of the Mexican Drug cartels with effective free reign across northern Mexico who are actually organizing this invasion for large amounts of profit.
The same cartels who are posing an ever more bold and escalating threat to the security of American on this side of the border via leveraging the effectively open to them border to add creditably to their standard threats of silver or lead.
So yes its a huge problem that is only going to keep getting worse, as the cartels become ever more rich blackmail ever more people with this power.

Republican have long had every reason in the world to care about the border. Those illegal migrants mostly vote for democrats when they successfully settle.
Which is why they are not willing to simply agree to an unknown bill written by a man going out of his way causing a Constitutional crisis simply to open the same border.
Nor do they have any faith that the same man would enforce any new law any better than the old law.
If congress wants to enhance border security, they need to finance enforcement by any elected party, not set high limits, and certainly not provide rewards to violating our border to draw even larger hordes to help the cartels mob the same.
