+1 yI've heard people say things like, "Teach men not to rape," and that seems to make light of a very difficult problem. If only it were that simple; we could end all crime if we just taught people not to commit crimes.
What I do think would mitigate rape as well as crime in general is to teach boys to be gentlemen all throughout their lives, not just in a single course or two but reinforced regularly throughout their parenting and schooling.
I'm not just about the gentleman rituals like walking on the side of the curb next to traffic so that the man is hit instead of the woman if a car swerves, to hold open doors, to arrange and pay for dates, etc.
I'm talking about the deep underlying ethics behind these rituals which a gentleman should strive to adhere to always, beyond courtship and dates, as ultimately a leader, protector, and provider of women.
A true gentleman who takes ultimate pride in protecting women is not going to rape them let alone exploit them. That would be so contradictory to everything he believes a man should be.

I like the idea of trying this on a small scale and evaluate the success based on the crime rates of the students: The School of Gentleman.
The boys will be taught martial arts with a self-defense philosophy, etiquette, contact sports, Stoicism and cultivating inner peace and joy despite hardships, the rituals of the gentleman practicing on women and partnering up this way, how to dance with women, and with a lot of focus on kindness, strength, and courage. - +1 y
Boys who behave in ungentlemanly ways (belligerent, cowardly, complaining, etc) receive non-corporal physical punishments such as having to do a lot of menial labor, run laps, and do knuckle push-ups.

@Kaneki05 So it seeks leaders among women as well: educated women who are competent, as with the analogy of the king and queen, or lord and lady: two leaders.
It's very different from the kind of "alpha male" idea today as advocated by people like Andrew Tate and Myron Gaines. Those types want something like a king + servant: a woman who worships them and boosts their status and ego and desire for power.
The gentleman ethic doesn't seek leadership for power and status. It seeks it to take care of others. It's a benevolent leadership, and seeks capable leaders among followers. - +1 y
You know how most women became queens right? Most were not there to be equal. In a ideal world of respectful people your idea would make sense. But in a realistic world in which people always take advantage of their position all you promote with this idea is going back to a world of those subservient wives who can't speak out of turn otherwise the man slaps her/worse.

@Kaneki05 For sure, and I do we have to adapt it a bit for contemporary times. Yet I think a peculiar characteristic of the gentleman is that he seems both submissive and dominant at the same time. He leads but he serves, even gets on his knee to ask a woman's hand in marriage.

The problem we face today is the majority of boys are raised without a good, strong father figure who teaches them how to respect women and treat them well. There are two reasons for that...1) shitty men, and 2) women who breed indiscriminantly with shitty men who they re not confident will make good fathers to heir children.

It’s not about men or women looking at their own safety, as people get raped in their house by family members or someone known to them, at house parties, in pubs, clubs, malls, etc. It occurs in places that people expect to be safe. It’s a global society thing and some countries will never learn and deep down they do not see it as a problem.

+1 yOverall, don't covertly condone within your patriarchal society and teach men that it's abhorrent and inexcusable behavior. For women, critical self-defense knowledge and practice, but also to do everything possible to avoid a situation that may endanger themselves. I realize as many of 75% of rapes are committed by someone known to the victim, so this is a very tough position to from which to protect oneself.
