Really, it's merely one of millions of ways to "have a thing." To ask why is to ask "why do black people want to have their own culture?" Look around. Do you see a world where white people have gone out of their way to include black people in white culture? Yes. Some have. But the white people with all the money haven't. In that regard, the world you see is not one where black people have been invited to the table but one where they are routinely forced under it.
