I say Adolf Hitler. By his own agenda even he wasn't good enough. He thought he would take the world over with only blonde hair blue eyed people. What would he do if a child was born without or even albino? Was Aldous Huxleys world what he wanted? Kids born only by peatrie dish?

The Hollucaust was the brainchild of Adolph Eichmann. Hitler's original plan for the Jews was mass deportation. If you listen to his speeches before the war, after World War I, Germany was facing the same problems with inflation and immigration that the U. S. is currently facing. His original vision was actually very rational, it was his eventual methodology and execution that was poor.
