With programs like this, money that has been allocated to it, without being distributed, sits in the general fund until congress either revokes the funding or it gets spent. The federal government is not building the charging stations, its providing grants to local governments to build the charging stations. Like it or not, they cannot build them themselves, and government moves slowly. Land has to be purchased or allocated. Utilities need to be brought to that piece of land, the land might need to be rezoned or have a land use variance, the project needs to be put out to bid, the bids need to be reviewed, if no bids meet the request for proposal guidelines it needs to be put out to bid again with modified guidelines, materials need to be sourced, then contractors need time to actually do the work of installing the chargers.

1.) Where did I complain about EV? Although sure, I believe only an idiot would buy an EV that needs a $10k-$45k battery replacement in less than 10 years. Some EVs (hybrids) are nice. I take it all on a case by case basis. No, I don't believe the government should dictate to people that they can't have a gas powered car. It's not our fault that the technology to make EV equal to powered cars isn't available yet. It's like someone trying to force everyone to use land lines instead of cell phones because the land lines use less power and most power doesn't come from renewable energy sources.
2.) People are already investigating this issue which is where I heard about it.
4.) You sound pretty worked up. I bet you're one of the EV cultists who think everyone should be forced to drive a POS car just so you can feel better about the "environment". Meanwhile the environment is being destroyed in the places where they dig up the raw battery ingredients & where the power plants make the electricity.
