A is completely wrong. that's just he "invisible hand" at play. it's a natural distribution of wealth that will re occur every single time you have a monetary system where it is possible to accumulate wealth. wealth will always automatically accumulate in few people. it's not neccessarily these peoples fault. it's in the system. in fact it's in any natural distribution system.
the poor making poor choices does add to it a little bit and the opposite to that would be making "good choices", not "gaming the system"... but as i said in the first paragraph: these natural wealth distributions will always appear. they appear everywhere in nature. in species distributions, evolution, heck even in the frequency with which words are used with. you can really find it everywhere. it's pretty much like a law of nature.

C. Politicians
Politicians get the ultimate say who are the winners and losers (even in a free economy). The rich are always going to spend to make more, buying politicians. And the poor will always be limited by thier means to affect change in thier life. But the politician has the ability to lift the poor and to diminish the rich through legislation. But both parties are largely bought and paid for by the rich. So most politicians like most Americans are going to vote thier self interest.
Well since the rich generally hold most of the power and access to power i have to go with the rich... it is in their best interest to maintain the system. Generally. Now funny thing in a democracy the people hold the power actually but it seems most choose not to exercise it. Just look at election voting participation rates...

It is far more important to look for solutions than it is to assign blame.
Pretty much all of human society's shortcomings can be traced back to Capitalism or other religions. And yes, I'm classifying Capitalism as a religion because it basically is in practice. Just substitute their mystical "free market economy" for a god.
