The obvious answer is, they have the same rights, because they objectively do.
Should they? That's another question entirely. Our children are the future of the US, and the decisions we make as a nation today will affect them for decades to come. The parents of those children have more of a vested interest in our country's future than childless adults. Its hard to argue against that, so yeah, Vance makes a good point. It will never fly, of course, but he's not wrong.
That's false because that presupposes the childless people do not care about the future after they are gone.
I decided to have no children to protect them from the shitstorm I knew was coming since before you were born. But I have a profound interest in the welfare of our species and this planet long after I am gone.
I protected my children by not having them.
Now I can dedicate my efforts toward protecting yours.

he's WEIRD!! He has some really strange views on women, family, education, religion, the role of the state, the causes and solutions for rural poverty and on top of that he is a complete opportunist hypocrite.
Probably parents because when they have children those children have rights and being responsible for those kids they have both their rights and their children's rights.
