Would you support "alternate 911" for black people?

We've all seen or soon will the latest questionable shooting death of a black person. Which raises to the head again... what should "black people" do when faced with an issue of police involvement?

One approach is to have alternate 911... which routes call to "Black designated" resources which are oncall, paid or volunteer... like volunteer ems, to handle their issues. These could be people voted on within such community... pastors, social workers, police... but trusted by them to handle domestic issues and other lower grade issues.

Granted... any situation can be dangerous. They have all the rights of citizens, but the trust of the community at large.

The problem we see over and over again... black citizens refuse to submit to authority which leads to confrontation and accidents. No wonder given the decade of trauma in the news that doesn't need detailed. But until there is some change,... it will continue, or there will be no enforcement at all.
